- First open Photoshop and create a new canvas size around 500 x 500. Then hit D so it resets your colors.
 - Go to edit>fill>foreground. Your image should be black now.
 - Choose white as your foreground color and select the brush tool.
 - When selecting the brush choose the 19 one as shown below.

 - Create a new layer.
 - Then scribble around the middle of the image and then around the image like shown below.

 - Right click on the layer and duplicate it.
 - Go to filter>Blue>Radial Blur. Set it to 100, Zoom, Best. Then hit Ctrl+F
 - Now duplicate that layer and hit Ctrl+F again
 - Now duplicate that layer and hit Ctrl+F again
 - Now duplicate that layer and hit Ctrl+F one last time.
 - Now delete the first layer (maybe called layer 1 unless you renamed it) so it looks something like below.

 - Time to add some color so create a new layer above all the other layers.
 - Then choose a nice color that you want it to be as your foreground color.
 - Then go to edit>fill>foreground
 - Now set that layer to blending option: Color, like shown below
